How to build it
V+는 데 그치지 않고 (N + 에 그치지 않고)
조사하다 → 조사하는 데 그치지 않고
- Keep the verb in the -는 form; tense is marked only on the final verb of the sentence (조사하는 데 그치지 않고 … 내놓았다, not 조사했는 데).
- 데 is a bound noun, so write it with a space: 하는 데 그치지 않고, not the connective 하는데.
- The second clause should be a further step in the same direction as the first, usually something stronger or more active.
- It is a formal, written-style pattern, typical of news, reports and essays; in casual speech it sounds stiff.
Classic mistake
Wrong: 그는 실수를 인정했는 데 그치지 않고 직접 사과했다.
Right: 그는 실수를 인정하는 데 그치지 않고 직접 사과했다.
The first verb stays in the -는 form; the past tense is shown only by the final verb 사과했다.
